"WHITHER THE 'POST-WESTPHALIAN' WORLD?
INEQUALITIES, CONFLICTS AND SOLIDARITY IN THE TWENTY-FIRST CENTURY"

The 2011 CEEISA conference will address the question of the old and new forms of political community and critically re-examine the notion of a ‘post-Westphalian’ world that is often advanced as a description of contemporary global reality. Among the core issues to discuss will be the relevance of the inside/outside divide that has constitutive significance for the entire discipline of International Relations.

The end of the Cold War and the advance of liberal globalisation theories led to a widespread belief that the nation state was becoming obsolete due to the growth of transnational exchanges and the progress of regional integration. The image of a world ‘beyond sovereignty’ was especially popular in Central and Eastern Europe (CEE), where it was supported by the powerful dynamics of the European Union’s enlargement. However, this vision can no longer remain unchallenged in the post-9/11 world. Even if the sovereign territorial state cannot claim a monopoly on political allegiance, it remains a cornerstone of international order. The CEE region, for its part, has seen both the progress of universal supranational norms and the increasing fragmentation with the emergence of new sovereign states. Besides neoliberal globalisation and universal human rights, the predominance of territorial statehood is undermined by such diverse phenomena as tribalism, grassroots networks and supranational civilisational identities. The concepts of empire, class and gender have proven their relevance for our understanding of international structures. Last but not least, IR scholars continue to debate the possibility of a global cosmopolitan community that would overcome the existing political divisions of humankind.

CEEISA encourages submission of papers and panels addressing all aspects of the conference theme – theoretical as well as empirical, global as well as regional. A comparative perspective, with regard to developments in other regions around the world, is encouraged. In particular, conference participants (both scholars and practitioners) are invited to reflect on the following questions:

  1. What do contemporary theoretical, normative and empirical perspectives tell us about the continuing significance of sovereign power in twenty-first century politics?
  2. What has been the impact of the neoliberal globalisation on the social, racial, gender inequalities in different parts of the world? Can we speak about the emergence of new antagonisms that can potentially revolutionize the international system?
  3. Which new forms of political community and solidarity can we identify in the empirical reality of contemporary world? Are they likely to transform the established separation between domestic and international politics?
  4. Is cosmopolitan democracy a practical possibility? What are the prerequisites for and the risks involved in making it a reality?
  5. Is the region of Central and Eastern Europe moving towards a ‘post-Westphalian’ world, or are we, on the contrary, witnessing a proliferation of characteristically modern conflicts and insecurities? What has come out of such ideas as ‘Europe whole and free’, ‘common European house’, ‘Europe from the Atlantic to the Urals, from Vancouver to Vladivostok’, etc.?

Please note that the list of questions is in no sense restrictive. Scholars and practitioners are invited to submit paper and panel proposals by 1 November 2010.

REGISTRATION FEES

The CEEISA encourages all the participants who are not yet members of the CEEISA to join the association and enjoy the benefit of the free annual subscription of the Journal of International Relations and Development and the reduced registration fee for the 8th CEEISA Convention. Registration fee for the 8th CEEISA Convention 2011:

  • Registration fee: 120 Euro
    Reduced registration fee for PhD students: 90 Euro

  •  
  • Registration fee for CEEISA members: 60 Euro
    Reduced fee for PhD students-CEEISA members: 30 Euro

Registration by an online payment of the fee via PayPal will be open from 21 March until 15 May 2011 at the CEEISA web site. A reminder and instructions will be circulated one week before the registration opens.

Paper-givers not registered until 15 May 2011 will not appear in the printed program of the Convention.

We regret that the registration fee paid is non-refundable in case of cancellation of participation at the Convention.

For participants who are not giving papers, registration on spot will be possible but under 50% increased fees in each category.

We kindly ask all participants to contact their panel chairs before June 1 2011 in order to agree on terms of paper submission. The panel chairs' e-mails will be placed in the programme on the website.
